Is this the budget iPhone?

Could this be the budget iPhone, it is if you believe Techdy.com (and I don't).

The rumours for a budget iPhone are hotting up but I'm still not convinced, all the photos I've seen so far look cheap and I don't think Apple would make a product that wasn't polished - hat do you think ?
